Step 2:
Texas Bus Sales gives the requesting agency a specific proposal on the selected type of vehicle. The proposal is based on the required H-GAC specifications.
Step 3:
Agency chooses options which are available in the “Manufacturer’s Options Offered by Bidder” section of the offer.
NOTE: In order to meet fleet standardization objectives and improve efficiency of vehicle operation, article 36 of the contract allows change orders or amendments in the form of “Unpublished” options to add options or a floorplan to tailor the buses agency’s specific needs.
Step 4:
Then, Texas Bus Sales gives the requesting agency a definitive price quotation on a H-GAC “Contract Worksheet”
Step 5: (first time only)
Execute the "Interlocal Contract" (ILC) found on the HGACBuy website under Program Info, and return to H-GAC. H-GAC will sign two copies and return one to the End User for their records. The ILC may be faxed to 713-993-4548 for expedited processing.
Step 6:
A Pre-Award Review meeting is required. The review requires The Agency to complete any certifications required for Federal Transit Contracts. These documents include but are not limited to; the Buy America certification, the purchaser’s requirements certification and the Federal Motor Vehicle Safety Standards (FMVSS) certification. At this meeting, the specifications and the optional equipment selected by The Agency will be reviewed for verification and any changes that may be required to tailor the buses to The Agency’s specific needs will be made.
Step 7:
Prepare and submit your purchase order directly to Texas Bus Sales, after completing consultation with the sales representative. A copy of the order along with a copy of the “Contract Worksheet” shall be faxed or mailed to HGACBuy at FAX: 713-993-4548. Orders should include specific details regarding the purchase (i.e., name of the End User's contact person, shipping/delivery instructions, and installation details, if any). HGACBuy contractors will then invoice End User for all purchases, and End User will pay the contractor directly following delivery and acceptance.
